For the most traditional style of bathroom design,

the high level flush is a toilet design where the cistern and pan as separate items, connected together by a long flush pipe.  Flushing water flows through this pipe from the cistern into the pan.

The feature of the high level (HL) is of course that the cistern is mounted some way above the pan and the connecting pipe is much longer than on the low level.

The High Level toilet uses the old chain-pull method of flushing.  The principal is similar to a lever flush,  its just that the lever is above the reach of many people, so it needs a chain attached so it can be pulled by those of us why are closer to the ground.

Almost always a syphon flush is used, but the added cistern height provides a greater head of water and flush water enters the pan with considerable force, providing efficient flushing even with lower quantities of water.
